Professor Pasquale joined Seton Hall in 2004 after private practice in antitrust and intellectual property litigation and as clerk for the U.S.Court of Appeals. He teaches courses in Administrative Law; Intellectual Property Law; Technology, Human Rights, and Equality and, Health Care Financing and Regulation.

The Center for Health & Pharmaceutical Law & Policy exists primarily to educate lawyers and industry professionals regarding the extraordinarily complex set of laws that govern health care providers and suppliers. Furthermore, Center faculty and resarchers produce scholarship and recommendations for policy on the varied and complex issues posed by pharmaceutical and health law. The Center fosters informed dialogue among policymakers, consumer advocates, the medical profession and industry in the search for solutions to the ethical, legal, and social questions presented in the health and pharmaceutical arena. As part of its educational mission, the Center is a leader in providing compliance training on the wide-ranging state, federal, and international mandates that apply to the safety and promotion of drugs and devices.

The Center:

  • Comprises three degree programs for J.D., LL.M. and M.S.J. students, as well a certification program in Health Care Compliance.

  • Researches, reviews, and develops policy recommendations on key issues of health and pharmaceutical law to inform and shape policy at the state and national levels.

  • Produces scholarship through journal publication and white papers on emerging legal, ethical, and social issues in health and pharmaceutical law.

  • Offers educational programs on health and pharmaceutical issues by leading experts from the public and private sectors to examine important policy and legal issues.

  • Holds compliance education and training programs on state, federal and international regulatory requirements that govern the research, approval, promotion, and sale of drugs and devices.

The Center operates under the leadership of Associate Dean and Professor Kathleen Boozang and Executive Director, Tracy Miller. Full-time faculty researchers immerse themselves in producing white papers, position statements and articles in the areas of health care access, human subject research, compliance and non-profit governance. Faculty members bring to the Center’s work nationally recognized expertise in nanotechnology, health care finance, intellectual property law and bioethics, among other areas.
