- If the Chair or Committee finds that there are material factual issues in dispute that cannot be adequately resolved without a formal hearing, the Committee shall hold a formal hearing.
- In all cases in which the Committee decides to conduct a formal hearing, the Committee shall give all parties 10 days written notice of the scheduled hearing.
- All parties shall exchange and file with the Committee, at least five (5) days before the hearing, all documentary evidence and the names of their witnesses.
- Upon written notice to all parties, and with due regard to the rights of the parties, the Committee may invite or permit other interested persons to be present or to participate in the hearing.
- The Committee may upon its own motion record the hearing.
