The Mental Health Project of the Urban Justice Center is
seeking law students interested in promoting the civil
rights of indigent persons with mental illnesses. The MHP
uses an interdisciplinary legal and social work model to
help clients understand their rights, and receive
appropriate assistance in the areas of housing, health
care and public benefits. Law students would work under
the supervision of the MHP legal and social work staff to
prepare cases, and act as the client’s representative in
administrative “fair hearings”. There will also be
opportunities to participate in litigation at the State
Supreme Court level in Article 78 Administrative appeals.
Most of the work will involve hearings regarding the
receipt of public assistance, food stamps, and Medicaid
benefits, particularly as affected by New York’s welfare
reform laws. Students will be trained by the MHP’s legal
and social work staff in working with clients, relevant
laws and regulations, and presentation of cases before
Administrative Law Judges.
