Mark Noferi

CSJ Public Interest Fellow

Mark Noferi is a Public Interest Fellow at the Center for Social Justice, working primarily with the Civil Rights and Constitutional Litigation Clinic and Immigration & Human Rights Clinic.

Before joining the Center for Social Justice, Mr. Noferi has pursued a varied career in public service and private practice. As an associate at Dewey & LeBoeuf LLP in New York, in addition to commercial and securities litigation, Mr. Noferi litigated the Aguilar v. ICE matter, in partnership with LatinoJustice PRLDEF, in which New York Latino Plaintiffs brought constitutional challenges to Immigration and Customs Enforcement’s practices of raiding private homes in the New York area. Mr. Noferi successfully litigated an immigration detainee’s habeas petition in federal court. Mr. Noferi also led successful efforts to secure asylum for a Burmese political refugee, and to bring his wife to join him in America. While on leave from the firm, Mr. Noferi served as a Deputy Voter Protection Coordinator with the Obama campaign’s legal team in Indiana and South Dakota, litigating and researching state election law and federal Voting Rights Act issues, and coordinating local advocacy and oversight.

Mr. Noferi clerked for the Hon. Harold Baer, Jr., of the Southern District of New York, in 2006-2007.

During his time at Stanford Law School, Mr. Noferi researched Guantanamo-related issues as part of the Human Rights and National Security Clinic, in partnership with Human Rights First. Mr. Noferi externed with the Santa Clara County District Attorney’s office, and served as a summer law clerk for the Legal Aid Society of Hawaii, advising indigent clients and researching housing discrimination law. Mr. Noferi was also a member of the Stanford Law and Policy Review.

Prior to law school, Mr. Noferi served as a speechwriter to Mayor Anthony Williams of Washington, D.C. Mr. Noferi also served as a speechwriter and policy analyst for the U.S. Environmental Protection Agency Office of Air and Radiation, and a special assistant to the U.S. EPA’s Energy Star Programs.

Mr. Noferi received his B.A. from Boston College, where he was a Presidential Scholar and a member of Phi Beta Kappa.

Mr. Noferi’s published works include "Towards Attenuation: A 'New' Due Process Limit on Pinkerton Conspiracy Liability," American Journal of Criminal Law, vol. 33, no. 2 (Spring 2006), which analyzes due process limitations on vicarious conspiracy liability.
